Had messups and delays trying to get proper wheels and parts so in meantime bought a Gilmour, want this bike to go to a good home. Kills me to sell but what can you do, someone else will love this more. My loss your gain. Everything included for your DREAM build, just add wheels. Hard to find a more gorgeous track bike at this price
Only paint blemishes are on chainstays so won’t be noticable and only dings are what you see in the pictures, very minor. Couple tiny ones on bottom

If you are cool and not annoying willing to throw in Mash/Izumi jet black chain and Mash/Cinelli bar tape to retape bars
